Eugene J. Duffy
Mr. Duffy is a member of the Paradigm Asset Management Executive Committee and is responsible for strategic planning and management oversight. As Partner & Principal, his duties include new market development, relationship management and client servicing. Prior to joining Paradigm Asset Management Company, Mr. Duffy was Executive Vice President at Albritton Capital Management and, most recently, Senior Policy Consultant at Levmark Capital, a leveraged buy-out company.
Previously, Mr. Duffy served as Deputy Chief Administrative Officer for the City of Atlanta, and as the chief political advisor to former Congressman, U.N. Ambassador and Mayor Andrew Young. As Deputy Chief Administrative Officer, he was responsible for the pension and benefit operations of the city. He was instrumental in the expansion of the city's pension system into new asset classes and investment strategies. Mr. Duffy also established additional employee benefit programs including a 401K plan, health and welfare benefits for city retirees. Mr. Duffy's tenure was highlighted by the implementation of Atlanta's policy of "municipal international development" which resulted in the investment of more than $40 billion in foreign capital in the metropolitan Atlanta region. Mr. Duffy attended Morehouse College with advanced studies at the University of Ibadan in Ibadan, Nigeria and the University of Western Cape in South Africa.
