This case involved discriminatory hiring practices in the City of Parma. The case was dismissed in favor of the defendant. The plaintiff appealed and was granted a new hearing, set for September 11, 2001. However, due to the terrorist attacks in New York and Washington D.C. on September 11, 2001, the hearing was postponed. In July of 2002, the City Council approved a consent decree ending the federal lawsuit and agreeing to pay the NAACP's attorneys' fees of $295,000. Pursuant to the consent decree, the U.S. District Court will maintain jurisdiction over the matter and monitor the City of Parma's compliance with its agreement to recruit and hire minorities. In mid-August 2002, the City of Parma hired three white police officers, bypassing a Hispanic applicant and an African American who was rated number one after testing. In consultation with its outside counsel, the Association initiated an enforcement action in District Court. As a result, the Court overturned the City's hiring of the three white officers.
