Chartering New Units

The Six Step Process For Chartering a NAACP Youth Council or College Charter
I. Form an Organizing Committee
- Seven to ten people
- At least five youth
- Should include members from the Adult Branch Youth Work Committee (if available)
II. Meeting of Organizing Committee
- Review requirements for obtaining a charter
a. At least twenty-five youth members
b. Three letters of recommendation
- State Conference President
- State Youth Advisor or State Youth President
- Local Branch President
III. Submission of Charter Application Packet
- Mail Charter Application Packet to the NAACP National Office, 4805 Mt. Hope Drive, Baltimore, MD 21215, Attn: Youth & College Division – Charter
- Packet should include the following:
- Letters of Recommendation (3 letters)
- Entire Membership Fees Collected
3. Contact the National Youth & College Division approximately ten days after mailing charter to obtain the anticipated date of the Board’s review of your charter application.
IV. Granting of Executive Authorization
- A letter will be sent to the organizing committee from the National Office, Youth & College Division granting you Executive Authority to engage in the work of the Association.
- Membership Cards will be sent to the members included on the Charter Application. If charter is not established, these members will be assigned as an At-Large member.
- A guide for planning and hosting your organizational meeting will also accompany this information.
V. Plan Organization Meeting
- Send out notification of meeting date, time and place to all members.
- Notify the State Conference President through written correspondence of the date, time and place of the meeting. Copy the following people on the letter:
- National Youth & College Director
- Local Branch President
- State Youth & College Division President
- State Youth & College Advisor
3. Promote the meeting throughout the community at schools, churches, etc.
VI. Host Organizational Meeting (Follow the format for the NAACP Organizational Meeting)
- Educating members on the history of the NAACP and Youth & College Division
- Providing the members with an understanding of the structure of the Association
- Election of officers for the newly formed youth unit
- Solicit support of unit activities from parents of members.
